Halal MSMEs Maqasid Syariah Framework Driving Sustainable Inclusive Regional Economic Growth

Abstract


The growing demand for sustainable and inclusive economic development has increased the strategic importance of integrating Islamic governance principles into halal MSME development. This study aims to examine how Maqasid Shariah strengthens halal MSME governance and contributes to sustainable regional economic resilience through the Heptahelix multi-stakeholder framework. A qualitative case study was employed using semi-structured interviews with 21 informants, field observations, and document analysis, followed by data condensation, reduction, display, and verification. The findings reveal that Maqasid Shariah improves ethical business governance, Heptahelix collaboration enhances institutional coordination for inclusive economic growth, and an integrated halal ecosystem strengthens long-term business resilience through certification, digital support, financing, and stakeholder synergy. This study proposes the Halal MSMEs Maqasid Shariah Framework as a novel model integrating Islamic governance with collaborative regional development. The findings recommend strengthening stakeholder coordination, Islamic business literacy, and digital halal ecosystem policies to improve sustainable and inclusive economic development.
