Fiscal Monetary Regulatory Integration Advancing Public Utility Principles in Contemporary Macroeconomics

Abstract


Growing macroeconomic uncertainty has increased the need for stronger integration between fiscal and monetary regulations to ensure both economic stability and broader public utility. This study aims to examine how fiscal–monetary regulatory integration advances public utility principles within contemporary macroeconomic governance through the framework of maslahah ammah. A qualitative library research design was employed using content analysis of secondary data derived from official macroeconomic policy documents, government reports, central bank publications, and scholarly literature published during 2024–2026. The findings indicate that coordinated fiscal and monetary instruments improve economic stability, strengthen household resilience, support productive sectors, reduce systemic financial risks, and promote distributional justice. The novelty of this study lies in positioning public utility as an analytical framework for evaluating macroeconomic regulation beyond conventional performance indicators. The study recommends institutionalizing coordinated policy evaluation using public utility-oriented indicators to support more inclusive and sustainable macroeconomic governance.
