Evaluating the Contribution of Mosque Programs to Muslim Religiosity in Kediri: A Goal-Free Evaluation of Religious, Social, and Spiritual Outcomes

Abstract


The role of mosques in enhancing community religiosity faces challenges due to the dominance of ritual activities and the growing influence of social media in shaping religious preferences. Previous studies have largely evaluated programmes based on pre-defined objectives and have therefore not fully revealed the actual impacts, including unintended consequences, on religiosity. This study aims to analyse the religiosity of the community in Kediri City, the actual contribution of mosque programmes, and strategies for strengthening them. The research employs a mixed-methods approach with a convergent design based on Goal-Free Evaluation (GFE), which was selected to identify actual outcomes without being constrained by pre-defined programme objectives. Quantitative data were obtained from 399 respondents using Mujani’s dimensions of religiosity, whilst qualitative data were obtained through interviews, observation and documentation. The results show that 71.43 per cent of the community exhibit high religiosity, with mosques contributing 40.60 per cent to faith, 62.41 per cent to worship, 61.65 per cent to social capital, and 60.40 per cent to Islamism. Qualitatively, the strengthening of the mosque’s role is achieved through programme diversification, the development of institutional units, and adaptation to community needs. This study contributes to the development of outcome-based evaluation in mosque management and the study of religiosity.
