Islamic Educational Management as Adaptive Community Governance Amid Coastal Social Transformation

Abstract


This study examines how Islamic educational management contributes to cultural adaptation among coastal communities experiencing urbanization and structural transformation. Coastal communities face significant challenges as industrial development and infrastructure expansion reshape livelihoods, social relations, cultural identity, and local knowledge systems. In this context, Islamic educational management becomes important as a mechanism for maintaining cultural continuity while supporting community adaptation to rapid social change. This study employed a qualitative case study design with ethnographic sensitivity in Indonesia. Data were collected through semi-structured interviews, participant observation, and document analysis involving village officials, religious leaders, traditional leaders, and community members. The findings reveal three main dimensions of Islamic educational management. First, Islamic educational leadership manages cultural continuity through value formulation, educational guidance, and identity management. Second, community-based Islamic education serves as a cultural learning system in which rituals and traditions become spaces for intergenerational value transmission. Third, adaptive Islamic educational management strengthens community resilience through stakeholder collaboration and culturally responsive strategies. The study contributes theoretically by proposing Islamic educational management as a distributed adaptive governance framework beyond formal institutions. Practically, it highlights the importance of integrating local wisdom, community participation, and educational leadership in managing social transformation.
